State of Massachusetts Capital Budgeting and Planning Manager in Boston, Massachusetts

Position Summary DCAMM is seeking a highly motivated, energetic, and experienced Capital Budgeting and Planning Manager with a background in design and construction financial administration or State Finance to help develop DCAMM’s 5-year Capital Investment Plan and will be responsible for the day-to-day management of the annual capital spending plan. The Capital Budgeting and Planning Manager will work closely with the Project Controls Team within the Office of Design and Construction to develop and update cash flow projections for all active projects within DCAMM’s portfolio. S/he will also collaborate with the Office of Facilities Management and Maintenance to plan and track spending for smaller projects through the agency’s Deferred Maintenance program. S/he will monitor the use of state bond funds within design and construction projects to ensure compliance with authorizing legislation and will assist project managers and engineers to resolve funding issues. Duties and Responsibilities: * Develop long-range fiscal plans for the Agency, including forecasting expenditures for numerous funding sources, including bonds, general purpose funds, Federal and State grants, and special State revenues; * Manage the tracking and reporting on all external funding sources used to supplement DCAMM Capital Projects. * Maintain an updated and detailed understanding of all ongoing DCAMM capital projects, including overall timelines, funding sources, and impacts on annual capital spending budgets (bond cap). * Oversee the development and tracking of DCAMM’s annual Capital Spending Plan, including DCAMM’s quarterly capital allotments. * Work closely with the Project Controls Team in the Office of Planning, Design, and Construction to develop and update monthly cash flow projections for all active projects within DCAMM’s portfolio. * In coordination with the Office of Facilities Management and Maintenance (OFMM), plan and track spending for smaller projects within the Deferred Maintenance Program. * Manage DCAMM’s usage of the MassCap database application, the established decision-making platform for managing statewide capital production, both to ensure DCAMM’s data is complete and accurate, and to identify key analytical issues that could be significant as DCAMM’s body of requested or ongoing capital projects develops and expands. * Assists project managers and engineers in resolving financial issues and works with project offices on process improvement. * Develop ad hoc and routine reporting for senior staff and the Executive Office for Administration and Finance (ANF). * Performs other duties as assigned. Preferred Qualifications * 7 years of experience in the budgeting / financial administration of design and construction projects, including public construction within the Commonwealth or 7 years of experience in budgeting and financial reporting within the Commonwealth. * Advanced computer skills utilizing spreadsheet and database software, especially with the Microsoft Office products Excel and/or Access * Excellent organizational, analytical, and problem-solving skills * Must be able to clearly articulate details of the Financial Plan to a senior audience * Excellent oral and written communication skills MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience. IV.
