This position has the option to work fully remote or work a hybrid schedule/onsite from a Teledyne FLIR site.
The Proposal Manager - Surveillance must be an effective team leader capable of determining the direction in which each proposal effort must go, coordinating with operational and department contributors, and possessing the flexibility to adjust to frequent changes in requirements, as well as the motivation and commitment to see these efforts through. This position will serve as the primary lead for proposals in the Surveillance line of business and will dotted line manage multi-disciplined, cross-functional matrix teams. The role will coordinate and prepare domestic and international proposals in response to Requests for Proposals (RFPs), Requests for Information (RFIs), Tenders, and Requests for Quotes (RFQs). This person will develop and manage proposals optimizing internal and external resources. They will also plan and manage proposal schedules with an emphasis on commitment to on-time performance. The role will coordinate inputs, reviews, and strategy implementation. Strong problem identification/resolution, process training, and leadership skills required.
Primary Duties & Responsibilities:
Responsible for the entire proposal development life cycle from pre-RFP/planning to release through post-proposal submission activities, thereby leading, planning, scheduling, and overseeing US and International government business opportunities.
RFI, RFQ, and RFP review, analysis, scheduling, tracking, content development, writing, compliance, preparation, and execution of various types of proposals. Read and interpret solicitation(s) to identify critical items required for a compliant response.
Work with the Program, Product, and Capture Managers to develop and articulate technical, management, and pricing solutions to increase probability of WIN. Be proactive in the conceptualization and development of strategic WIN themes and discriminators.
In concert with the Program/Product and or Capture Manager(s), plan and coordinate the proposal schedule and activities. Lead Proposal Kickoff Meeting and daily status calls as necessary. Counsel proposal team on complex proposal issues and make recommendations.
Collaborate with the capture team to gain an appropriate understanding of the sales strategy and ensure the response clearly conveys the proper business perspective, key messages, value proposition, and differentiators against our competition.
Develop and be held accountable for the overall proposal schedule, production schedule, outlines, compliance matrices, proposal development plan, and writing assignments.
Write and synthesize proposal/marketing narratives in near real time and/or utilize existing archived proposal information as needed. Provide technical writing, editing, and proof-reading services for key areas of the proposal including articulation of strategic value, past performance capabilities, technical approach, project governance, and tailoring of resumes.
Identify, assess, resolve, and/or escalate issues as needed.
Develop questions and interview technical and program staff to extract the critical information necessary to provide answers and responses to proposals.
Select, manage, and provide detailed guidance to subcontractors and others within the company who are proposal contributors.
Manage the formatting and layout of proposal volumes. Perform quality check of all proposal sections and volumes.
Manage applicable proposal reviews (Black, Pink, Red, Gold as required). Obtain appropriate sign-offs of all volumes.
Responsible for accuracy, compliance, schedule, high-quality content and appearance of the final proposal product. Produce, assemble, and ship requisite copies of responses and report on delivery of responses; responsible for production and on-time delivery.
Share proposal-related requirements and status with senior management.
Coordinate and execute activities required to ensure compliance with company policies and procedures, particularly related to Global Trade Compliance requirements.
Coordinate with other company/division proposal groups, participate in weekly meetings, provide proposal support as required --reviews, Red Teams, and other proposal coordination efforts.
Understand, continually improve, and promote world-class proposal processes in accordance with Shipley standards, APMP practices, or equivalent professional standards.
Manage Proposal SharePoint Site(s), create/maintain proposal file organization, and content library. Train proposal team members on Sharepoint (or equivalent) as required and ensure timely distribution of internal and external proposal documents to team (e.g., RFP, schedules, etc.). Maintain configuration control of all living and dead proposal files, forms, graphics, drafts, reviewers’ comments, and approvals.
Applicants must be either a U.S. citizen, U.S. national, legal permanent resident, asylee, refugee or must be eligible to apply for and obtain the appropriate export control license from the U.S. Departments of State or Commerce.
BA or BS degree strongly preferred with 8 - 10+ years proposal management (or equivalent) experience to include a solid understanding of the federal government procurement process and policies. Progressively responsible experience specifically working federal government proposals in a fast-paced, deadline-driven, and high-technology environment preferred.
Familiar with industry-leading proposal development concepts, practices, and procedures. Training in the Shipley Associates capture and proposal methodologies or APMP Certification preferred.
Understanding of and experience coordinating with OEMs and Primes on US and international (ITAR) tenders/proposal responses.
Must be proficient in Microsoft Word, Excel, and PowerPoint. Familiarity with Microsoft SharePoint, CRM and ERP systems is a plus. Working knowledge of industry standard graphics programs preferred.
