The Health Policy and Operations (HPO) Department (P323) seeks a Chief Engineer (CE) to advance the delivery of high quality, high impact technical work for our sponsors, drive innovative solutions, develop department talent, and provide thought leadership as part of the department shared leadership team.

The CE is a critical member of the department leadership team supporting the Department Manager and project leads. The CE for P323 will be specifically involved in the Department’s overall interoperability strategy and technical execution, as well as assuming responsibility for a defined portfolio within the Department. The CE will work closely with the Department management leadership (including Department Manager, Program Manager, Program Coordinator) and Project Leaders to ensure that projects in the specified work program are run effectively and efficiently and meet the needs of our sponsors.

The Department CE makes significant technical contributions, provides thought leadership, identifies opportunities for integration, and drives innovative solutions for the sponsor. The Department CE supports the department’s quality-focused efforts and collaborates with the Health FFRDC CE team to achieve improvements in quality, efficiency, and effectiveness.

Responsibilities: The Department CE partners with the Department Manager and Division CE to be responsible for the Technical Impact and Quality of work program deliverables.

  • Technical Quality

  • Lead and drive the department’s technical quality program in partnership with the Division CE to deliver high-quality products that represent MITRE’s world-class technical mastery.

  • Assist the Division CE and other Department CEs in improving and executing technical quality programs.

  • Maintain awareness of the quality and impact of technical deliveries.

  • Work across projects teams to resolve quality issues.

  • Understand and contribute to interoperability strategy and FHIR development.

  • Technical Impact

  • Lead the department’s implementation of the Mission Value Chain (MVC) in partnership with the Department leadership and Project Leaders (PLs).

  • Help shape and develop department work programs and technical capability areas in partnership with the Department Manager and Division CE to provide effective, efficient, and innovative solutions to stakeholders and maximize value to sponsors.

  • Leverage opportunities for integration and cross-pollination across projects, department work programs, and Health FFRDC sponsors to facilitate knowledge sharing and identify and implement best practices to improve impact while achieving key sponsor outcomes.

  • Encourage reuse and adaptation of existing technical knowledge and products as appropriate.

  • Strategic Planning

  • Identify and facilitate the development of innovative, mission-focused approaches and solutions for the department, in collaboration with department leadership and the Division CE.

  • Bring relevant information and knowledge back to the department so the department is prepared for future opportunities.

  • Cross-MITRE Engagement

  • Develop, maintain, and strengthen existing partnerships across MITRE.

  • Leverage subject matter experts from across the Corporation to support quality, innovation, and sponsor outcomes.

  • Be an active participant and leader in both internal and external FHIR communities of practice.

  • Staff Development and Workforce Shaping

  • Coach project teams and PLs; mentor and grow department technical leaders; cultivate the technical career path.

  • Participate in the department’s mentoring activities and hiring processes.

  • Provide department leadership with input on staff performance.

    Authorities:

  • Work Shaping - Authority to call for a review of the technical elements of work, including direct work, research, and internal initiatives. In coordination with the Department Manager, authority to halt the delivery of any technical product that is deemed substandard.

  • Awards - Authority to give awards to staff.

    Required Qualifications:

  • Typically requires a minimum of 12 years of related experience with a Bachelor’s degree; or 10 years and a Master’s degree; or a PhD with 7 years’ experience; or equivalent combination of related education and work experience

  • Demonstrated technical leadership in interoperability and FHIR

  • Experience in the application and oversight of quality programs

  • Demonstrated ability to develop trusted relationships and work collaboratively across MITRE and across sponsors

  • Demonstrated technical leadership

  • Demonstrated ability to shape and drive high impact, high quality work programs
