State of Massachusetts Senior Traffic Reviewer, Civil Engineer IV in 185 Kneeland Street, Massachusetts

Duties and Responsibilities * Reports to the District Traffic Engineer and assist the Assistant District Traffic Engineer for Design and Safety in the absence of the District Traffic Engineer. * Supervise and coordinate the activities of subordinates engaged in Traffic reviews of MassDOT projects, permits, MEPA submittals to ensure efficient and timely completion of assignments. * Reviews engineering plans, designs, specifications, and other documents for MassDOT transportation projects, MHS/Tunnel Air Rights projects, and Access Permit Applications in accordance with sound engineering principles and practices, and applicable regulations and standards, to ensure they meet District needs and conform to MassDOT standards, policies, and procedures. * Designs In House Traffic Signals, Pavement Markings, Signing Plans, TTCP, and other traffic related plans. * Conduct field reviews and inspections of maintenance, construction, and permit activities as assigned, including traffic signals, signs, pavement markings, and impact attenuators. Perform traffic signal inspections to ensure proper operation and compliance with standards. * Investigates and makes recommendations to states, cities, towns regarding traffic control problems. * Coordinate with District Construction and Maintenance sections on all traffic related matters. * Review the performance of subordinate employees in accordance with EPRS. * Performs other related work as required. This position is eligible for a five-thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired into the Unit E collective bargaining unit at MassDOT. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee's first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period. Only candidates external to the Massachusetts Department of Transportation are eligible for the sign-on bonus. Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least three years must have been in a professional capacity, and (C) of which at least one year must have been in a supervisory capacity, or (D) any equivalent combination of the required experience, and the substitutions below. Substitutions: An Associate’s degree with a major in civil engineeringor civil engineering technologymay be substituted for a maximum of one year of the required (A) experience.* A Bachelor’s degree with a major in civil engineeringor civil engineering technologymay be substituted for a maximum of two years of the required (A) experience.* A Graduate degree with a major in civil engineeringmay be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience. NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines, such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport, and materials. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience. SPECIAL REQUIREMENT: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.
