Under the direction of the District Project Development Engineer, responsibilities include, but are not limited to: preparing and/or reviewing plans, designs, specifications and estimates; preparing and/or reviewing analytical data, performing calculations related to engineering problems, performing engineering duties in such areas as highways, bridges, buildings, parcel developments and facilities all in accordance with sound engineering principles, applicable laws, department policies and standards. Additional duties include meeting with Federal, State and Local Officials, communities, design consultants, District 6 Sections and Boston Office Sections to coordinate and support project designs and representing MassDOT in a public forum. Additionally, engineers in this position are responsible for supervising subordinate engineers, including assigning work and performing employee performance reviews.
_Duties and Responsibilities_**
Oversees District 6 Utilities and Constructability Section;
(a) Oversees the review of projects under design by consultants and in-house staff for utility and constructability issues and that all work is shown in accordance with the latest MassDOT standards and Utility Relocation and Accommodation Policies
(b) Meets with design consultants and public officials during various stages of the design
( c) Makes recommendations to the superiors to enhance design and ensure cost effective measures are applied
(d) Advises and coordinate with other MassDOT staff and sections on utility, design and constructability issues
(e) Advises on design solutions to problems on projects under development and for problems that occur in the field during construction
(f) Meet in the field during various project design stages with utility company representatives, design engineers and project managers to identify potential utility conflicts and coordinate on possible solutions
(g) Supervise Civil Engineers assigned to the Project Development section that are involved in reviewing projects on the federal aid system or affect state highways, tunnels, Tobin and other MHS locations
Coordinate with MassDOT and Municipal Permits Section
(a) Review permits for any utility and constructability issues
(b) Update SHAPS
Responsible for all administrative duties associated with a utility work
(a) Reviews Force Account submittals to ensure that Contract and Utility work is coordinated and matches what is shown in the latest project design submission
(b) Prepare and submits of Project Utility Coordination (PUC) form into the proposal package
(c) Reviews the Construction Time Duration (CTD) submittals and coordinates with the District 6 Construction -Schedule Section
(d) Review and track contract extra work orders and overruns to identify and recommend solutions to minimize future occurrence
Other requirements essential to manage projects.
(a) Attends project meeting with internal and external staff, contractors, consultants, etc.
(b) Keep the Project Development Engineer informed of any major issues or problems relevant to the advancement of a project
(c) Assist others in the Project Development Section, when directed by the Project Development Engineer
(d) Attend Preconstruction meetings and verify that impacted Utility Representatives have been notified and will be in attendance
(e) Assist the Project Development Engineer with Parcel Development coordination and reviews as necessary

Minimum Entrance Requirements:
Applicants must have at least (A) six years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least four years must have been in a professional capacity, and (C) of which at least two years must have been in a supervisory, managerial, or administrative capacity, or (D) any equivalent combination of the required experience, and the substitutions below.
I. An Associate’s degree with a major in civil engineeringor civil engineering technologymay be substituted for a maximum of one year of the required (A) experience.*
II. A Bachelor’s degree with a major in civil engineeringor civil engineering technologymay be substituted for a maximum of two years of the required (A) experience.*
III. A Graduate degree with a major in civil engineering*may be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience.
**NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines, such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials.
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
SPECIAL REQUIREMENT: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.
