MIT Lincoln Laboratory Project Manager in Lexington, Massachusetts

Position Summary

We are seeking an experienced project manager with a strong engineering background to join our team. The Project Manager will manage technical projects developing innovative state-of-the-art hardware & software prototypes. Projects span all phases of the hardware & software lifecycles in support of rapid deployment to benefit the nation. The ideal candidate will have a proven track record of successfully leading cross-functional teams in both hardware and software development. The candidate must be capable of understanding and discussing the technical basis of the project and the risks involved. The candidate must be capable of guiding a team of technical experts through the process of planning and executing a project. As a Project Manager, you will play a critical role in ensuring project success by applying traditional project management techniques coupled with a strong focus on agile methodologies.

Primary Responsibilities

  • Assisting the technical experts in developing the scope of the projects

  • Identification and use of the appropriate management approach for the following:

  • Development and management of the project schedule

  • Forecasting delivery of project deliveries

  • Estimating and managing project finances

  • Resource identification and cross-functional management of the resources

  • Identification and management of risk

  • Working with internal stakeholders to communicate project plans, project resources needs, project status, and project risks to integrate the risk into broader organizational plans

  • Using agile practices to create innovative, high-quality prototypes

    The project manager will be responsible for a variety of project management and financial activities involved in overseeing a project whose success is critical to the groups mission and strategy, with the opportunity to contribute to developing additional programs of similar scope. They will collaborate with technical staff to manage assignments and oversee subcontractors and software developers. The candidate will also contribute to and manage project execution plans, develop schedules, track milestone completion, and report status both internally and to Sponsor organization. The candidate will have experience in agile development practices to help organize teams of cross-functional skills in an integrated hardware and software environment . Responsibilities include negotiations with the sponsors, creating and presenting project concept briefings coordinating with the technical staff on schedule estimates, and ensuring that all milestones are delivered on time and within budget to meet sponsor satisfaction goals. The candidate will assist in other special assignments, as required, including the development of tools and procedures for program management, agile development methodologies, program metrics tracking, risk assessment, requirements tracking, financial reporting, cost estimating, property administration, and personnel logistics. Additionally, the candidate will work with the Group Business Manager to analyze financial performance, coordinate procurement activities, and support the development of procurement documentation and aid in source selections as required.

    Other Responsibilities

  • Managing cross-functional and collaborative teams to meet project performance and program goals

  • Budget, schedule, staffing, and administration oversight

  • Developing and managing vendor and supplier base

  • Identifying and quantifying risk and working with teams to create mitigation strategies

  • Managing technology transfer activities with external Laboratory partners, including the creation and oversight of design material and engineering documentation packages

    Requirements

  • Bachelor Degree in Engineering or Management. Operational experience or an MS in Engineering, Intelligence or related preferred

  • 5 years or more hands-on experience in project/program management in technical R&D environment

  • Demonstrated experience in small project/schedule management or engineering commensurate with the position

  • Vendor management experience

  • Experience as a Software Product/Program Manager preferred

  • Experience with Agile Software Development methodology (Defining epics and user stories, maintaining/prioritizing spring backlogs via JIRA); Agile Certification a is a plus

  • Familiarity with DevSecOps software pipelines a plus

  • Familiarity with the Risk Management Framework (RMF) is a plus

  • Occasional travel may be required

  • Candidate must be able to work in a multi-disciplinary team environment and possess excellent oral and written communication ability

  • Capabilities in presenting ideas written and oral within a cross-functional environment required

  • U.S Citizenship

  • Ability to obtain and maintain a government clearance

    Desired Experiences

  • Familiarity with PCB fabrication and assembly, additive manufacturing, or design for manufacturing (DFM)

  • Broad engineering management experience working with engineers from multiple disciplines

  • Experience with engineering data package preparation
