PROJECT CONTROLS MANAGER-SOMERVILLE, MASSACHUSETTSCH2M Transit and Rail Project Group is seeking a full-time Project Controls Manager to join our growing team in Somerville, Massachusetts. In this position, you will directly support the GLX DPM for Program Controls and be responsible for coordinating and all program control staffing actions related to reporting, cost control, budgeting, forecasting, controls reporting, scheduling, estimating, change management and risk management. Our Project Controls Managers:
• Provide direction and expertise to project controls-related activities for the project in support of the planning and execution of operational requirements.• Perform senior project controls specialist functions as required.• Represent project controls at regional or project strategy coordination meetings. • Plan and budget the project controls resources and systems necessary to support the project.• Establish and maintain effective training programs to develop staff in support of the project.• Establish and implement business group project controls policies and procedures in compliance with enterprise project controls policies and procedures. Ensure full compliance with procedures by the project controls team.• Effectively communicate with enterprise project controls management, business group management, internal departments, and with clients on project controls related issues and initiatives.• Perform independent in-depth project controls reviews of the project.• Assigned in the role of project controls leadership on the MBTA Green Line Extension Program under the Program Management/Construction Management Services contract.• Evaluate contract requirements, identify risk areas, and recommend mitigation plans.• Oversee the develop and maintenance of the Risk Management Plan.• Create, implement, and execute project controls plan to support contract requirements and the successful execution of project controls.• Resolve issues and provide consistency between the cost control, planning/scheduling, and estimating functions and deliverables.• Develop and implement project-specific procedures in accordance with the enterprise or business group procedures as well as the client’s project plans and procedures.• Analyze and evaluate project status and recommend corrective actions.• Oversee all the client’s local and federal reporting requirements ensuring quality and timely completion.
The minimum qualifications for this position are:• Bachelor’s degree in Construction Management, engineering, project management, or related technical field, and a minimum of 10 years of progressive experience with increasing responsibility of direct project control experience, OR a minimum of 15+ years of related experience in lieu of a degree.• Eight (8) years program management experience on horizontal large mega projects• Five (5) years’ program management experience working in the transportation sector• Solid understanding of heavy civil construction means and methods and/or the renovation of transportation and industrial facilities• Expertise in construction scheduling, cost estimating, budget management, project controls, and construction management• Proven experience preparing graphics and presentations• Expert user of Oracle and Primavera P6• Expert user of Microsoft Office Suite• Excellent written and verbal communications skills
